根據(jù)2024年11月8日通過并將于2025年6月1日起施行的《中華人民共和國學(xué)前教育法》，學(xué)前教育是指由幼兒園等學(xué)前教育機(jī)構(gòu)對三周歲到入小學(xué)前的兒童實施的保育和教育。

2025年3月5日，國務(wù)院總理李強(qiáng)在政府工作報告中提出，要逐步推行免費學(xué)前教育。作為基礎(chǔ)教育的起點，學(xué)前教育關(guān)乎千家萬戶的切身利益。2025年1月印發(fā)的《教育強(qiáng)國建設(shè)規(guī)劃綱要（2024—2035年）》明確“探索逐步擴(kuò)大免費教育范圍”?！吨腥A人民共和國學(xué)前教育法》規(guī)定，“有條件的地方逐步推進(jìn)實施免費學(xué)前教育，降低家庭保育教育成本”。

教育部數(shù)據(jù)顯示，2023年全國幼兒園數(shù)為27.4萬所，在園幼兒數(shù)4093萬人，學(xué)前三年毛入園率91.1%，比2012年提高26.6個百分點，達(dá)到世界高收入國家平均水平。逐步推行免費學(xué)前教育，有望惠及上千萬家庭。

要推進(jìn)學(xué)前教育普及普惠安全優(yōu)質(zhì)發(fā)展，推動義務(wù)教育優(yōu)質(zhì)均衡發(fā)展和城鄉(xiāng)一體化。
